History of YTCCFS Inc.

1995 - Yorkton Tribal Council Child & Family Services Inc. (YTCCFS Inc.) was incorporated as a membership corporation pursuant to the Non Profit Corporation Act (Saskatchewan). The original members of YTCCFS Inc. were members of the YTC (Cote First Nation, Cowessess First Nation, Kahkewistahaw First Nation, Sakimay First Nation, Keeseekoose First Nation, Key First Nation & Ocean Man First Nation. YTCCFS Inc. is separate & distinct from the political entity, Yorkton Tribal Council.

1997 - First Executive Director was hired together with Program Managers and a Finance Manager; Child Protection, Family Support and Administration services commenced in the communities. Training and needs assessments took place with staff and communities.

1998 - A total of 26 protocols were identified for negotiations with the Province of Saskatchewan and the RCMP "F" Division. However, only 2 protocols were implemented by the Administration.1998 - A 'Continuum of Care plan' was developed by the Program Managers and implemented within all 7 First Nations.

1999 - Continued growth and development of programs took place at YTCCFS and new staff was recruited. Family Support program with 24 modules was developed and implemented. "Train the trainers" training with staff was conducted. A template for Child Protection Case files was developed and still being used today. Staff training for Child Protection staff was developed and used until 2002.

2000 - Programs and staff continued to expand. The Stoughton office was established. A 3-year external evaluation of YTCCFS was conducted which contained 7 recommendations. As a result, YTCCFS operation was centralized to Yorkton and two field offices were closed. YTCCFS assisted in the creation of the 4 Directions Assessment and Stabilization Centre with other Treaty 4 CFS agencies. Keeseekoose Group Home and Cote Group Home were established and transferred later to respective First Nations.

2001-02 - Core training with the Province began with management and staff. A Program Director was recruited.

2002 - A Therapeutic Foster Care Training program was jointly developed by Yorkton and Touchwood CFS. In partnership with Touchwood CFS an Extending our Families Through Unity program was implemented.

2002-03 - Healthy Family program was developed and implemented but did not receive sufficient resource and support from all First Nations.

2004 - YTCCFS decentralized to two additional field offices. New offices in Pheasant Rump and File Hills were opened. Cultural inclusion incorporated in case planning. A 6-year evaluation was conducted with 6 recommendations.

2005 - YTCCFS staff participated in the Wrap Around training and subsequently piloted in Cowessess First Nation. FASD Train the Trainers training program hosted was by YTCCFS. New funding received from MSS to support 3 new staff to take on off reserve cases and inter-provincial protocols. YTCCFS hosted the 7th annual "Empowering Our Caregivers" Conference in Saskatoon, SK.

2006 - YTCCFS took on off-reserve CFS cases that resulted in the Agency being placed under a three-year Remedial Management Plan. An YTCCFS comprehensive review was conducted by MNP which resulted in 17 recommendations.

2007 - YTCCFS celebrated 10 year anniversary. Management and staff developed a Prevention Plan for YTCCFS. A YTCCFS Human Resources Compensation Review was conducted by MNP which resulted in 10 recommendations and implemented.

2008 - PRIDE program was modified and applied to all foster parents. Additional resources acquired from the funders that allowed hiring of additional staff. All staff was trained in the Wrap Around program. Program Managers developed a Business Plan for Prevention Services and submitted to INAC and was approved. New funding was received to hire eight new prevention program staff. The YTCCFS Human Resources Compensation Review implemented recommendations were reviewed.

2009 - Funding agreement with MSS concluded. A new Case Management agreement and a Permanency Planning agreement were negotiated. These negotiations resulted in additional funding and recruitment of new staff. Assisted in the development of the White Bear Cradle Board project and received approval for start-up funding. Today, YTCCFS operates with a budget of $5 million and 50 staff. YTCCFS Administration engaged in strategic planning session.
