Governance Department

YTCCFS, Inc. Agency is governed by 13 members of the board of directors; who are appointed by their respective First Nation chief and council. The member First Nations are: Cote, Key, Keeseekoose, Sakimay, Kahkewistahaw, Cowessess, Ochapowace, Whitebear, Ocean Man, Pheasant Rump, Peepeekisis, Little Black Bear and Star Blanket Nations within the Treaty Four Area.

Management

YTCCFS, Inc. Agency management consists of the Executive Director, Finance/Administration Manager, Human Resources Manager, Intake and Child Protection Manager, Guardianship Manager and Prevention Manager.

The Board of Directors assists the management team in planning, coordinating and implementing the delivery of protection and prevention services.

Programs and Services

Child Protection

YTCCFS, Inc. has been mandated to provide child protection services to our member First Nations.

The Central Office located in Yorkton, SK and provides program services to 13 First Nations. YTCCFS Inc. has decentralized services to our program areas to provide better and effective Child and Family Services to each of our member First Nations.

North: Cote, Keeseekoose and Key First Nations
South: White Bear, Pheasant Rump, and Ocean Man
File Hills: Peepeekisis, Little Black Bear and Star Blanket
Valley: Kahkewistahaw, Cowessess, Sakimay, and Ochapowace

YTCCFS, Inc. will provide a differential response approach that will be focused on Child Safety.

The Child Protection Investigation Unit is the first contact for children and families. Their primary goal is to investigate all reports of child abuse and/or neglect and refer all cases to either protection services or prevention services team.

Family Support Home

Family support home workers will plan and deliver a number of program support services to children and families within each community. More specifically, these services will include:

  • Individual, family and group counseling;
  • FASD Training for families, communities;
  • Organizing stress and anger management programs;
  • Active Parenting;
  • Facilitating emergency shelter services in cooperation with the Family Services Worker;
  • Case coordination with other resources and agencies;
  • Recruiting family support homes;
  • Training, certifying and approving family support homes;
  • Permanency Planning;
  • Family Finders; and
  • Elders Services

Within our Family Support Department, we have Family Finder's Unit. The Family Finders main purpose is to go to First Nations and seek possible caregiver's for the Ministry of Social Services Children in Care. So far, the Family Finders have made positive contacts.

Prevention Services Program

YTCCFS will implement a performance based prevention programming approach while maintaining safety of children.

The child and family services enhancement and prevention plan will allow the Agency to move toward its vision of children living in a safe, healthy and nurturing family and communities.

The Agency will deliver: 1) a differential approach to child protection; 2) permanency planning through repatriation and returning children to the community; and 3) prevention services that are defined as primary, secondary and tertiary prevention.

The prevention services will have outcomes related to safety, permanency and well-being. The outcomes will have performance indicators and these will be measured for each prevention service area.

A coordinated System of Care is intended to support the Wrap Around approach. The system of care will include programs in education, health, housing, and public safety, which have their own funding and mandates under separate authorities and agreements.
