First ED was appointed together with Program Managers and a Finance Manager. Child Protection, Family Support and Administration services commenced in the communities. Training and needs assessments took place with staff and communities.

Yorkton Tribal Council Child & Family Services Inc. (YTCCFS Inc.) was incorporated as a membership corporation pursuant to the Non Profit Corporation Act (Saskatchewan). The original members of YTCCFS Inc. were members of the YTC (Cote First Nation, Cowessess First Nation, Kahkewistahaw First Nation, Sakimay First Nation, Keeseekoose First Nation, Key First Nation & Ocean Man First Nation. YTCCFS Inc. is separate & distinct from the political entity, Yorkton Tribal Council.

A letter of equivalency was received from Saskatchewan Social Services Minister Pat Atkinson stating that FSIN’s Indian Child and Family Support Act and standards are equivalent or better than The Child and Family Services Act in Saskatchewan.

The Yorkton Tribal Council Child and Family Services Inc. Administration is mandated to provide appropriate preventative and protective child and family services to the members of the fourteen member First Nations (Ocean Man First Nation, Kahkewistahaw First Nation, Cote First Nation, Keeseekoose First Nation, Key First Nation, Sakimay First Nation, Pheasant Rump Nakota First Nation, White Bear First Nation,Muscowpetung , Ochapowace First Nation, Peepeekisis Cree Nation, Star Blanket Cree Nation, Nekaneet First Nation,  and Little Black Bear’s Band) pursuant to, and consistent with, the provisions of the FSIN’s Indian Child Welfare and Family Support Act and The Saskatchewan Child Welfare Act.
